The Qatari 747: a gift to the government, a cost to the public
The Pentagon accepted a Qatari Boeing 747 in May 2025; Trump began flying on it July 1, 2026. The Air Force says conversion costs under $400 million (estimate); the library plan is now uncertain.

What happened
On May 21, 2025 the Pentagon said Defense Secretary Pete Hegseth had accepted a Boeing 747-8 from Qatar for use as a presidential aircraft [1]. The jet had a $400 million list price when new, though Cirium analysts said a used 747-8 might sell for about a quarter of that [1]. A memorandum of understanding signed in July 2025 described the plane as an "unconditional donation" that the Defense Department may use or dispose of at its discretion [3]. The Air Force said on May 1, 2026 that it had finished modifying and testing the plane [2]. Trump started flying aboard it on July 1, 2026 [5]. On July 8, 2026 he switched to an older Air Force One for a flight from Turkey to the United Kingdom amid tension with Iran, then returned home on the new plane [5].
Why it matters
The gift came from a foreign government to the sitting president's administration, and the recipient and the beneficiary are not the same thing [1][7]. The plane is owned by the United States government and would have to be declared excess property before it could go to a presidential library [8]. A donated aircraft also carries public cost: the Air Force says conversion will run "under $400 million", while Democratic senators said the total could exceed $1 billion [4][1]. Senate Democratic leader Chuck Schumer called the acceptance "the largest bribe from a foreign government in American history", a characterization the administration rejects [1].
The evidence
ABC News reviewed the memorandum of understanding, which states the aircraft is donated "as is" and that nothing in it should be construed as "bribery, undue influence, or corrupt practice" [3]. Air Force Secretary Troy Meink told Congress on June 5, 2025 that the retrofit was "likely to be under $400 million" and that many costs, such as training aircraft and spare parts, would have been incurred anyway [4]. Acting assistant secretary William Bailey repeated "under $400 million" to a House subcommittee on May 13, 2026 [6]. The actual cost has not been published; ABC News reported it is classified and AP reported in May 2026 that the Air Force did not reveal it [3][2].
Trump said in 2025 and 2026 that the plane would go to his presidential library when he leaves office [2]. In August 2026 Eric Trump told NBC News that was "not the plan at the moment", and a White House official told the New York Times no final decision had been made [7]. In October 2026 an administration source said the plane was receiving "cosmetic upgrades" and did not say whether the security upgrades Trump had promised were included [10]. Trump flew it to a campaign rally in Arizona on October 14, 2026 [9].
Response and counterpoints
Trump says the plane is a gift to the Defense Department rather than to him and that he will not use it after leaving office [7]. On October 14, 2026 he told a rally he had asked the emir of Qatar to lend the plane and the emir offered it instead; "When they give you a 747 you say two words: thank you" [9]. Qatar has dismissed concerns about the deal [1]. The White House says the aircraft "has been fitted with high-level security protocols" [10]. A 1990 statute allowing the Pentagon to accept contributions is the legal basis cited for the gift [8].
What remains uncertain
The approximately $400 million aircraft figure is a list price and must not be counted in Trump's personal net worth; government ownership, library control and any future transfer terms are separate, unsettled facts [1][7]. No verified final conversion total exists; "under $400 million" is an estimate, not reported spending, and the Air Force treats the actual figure as classified [4][3]. Whether the security upgrades Trump promised in July and September 2026 have been carried out is not confirmed [5][10]. Which aircraft, if any, will go to a Trump library has not been decided [7].
Money and method
Entity: United States Air Force (owner) and Qatar (donor). Gift value: a $400 million list price when new, with a lower expected resale value [1]. Public conversion cost: an Air Force estimate of "under $400 million" given in June 2025 and May 2026, versus a congressional Democratic claim of over $1 billion; neither is an audited actual [4][6]. These two figures measure different things and must not be added together [1][4].
