What happened

The administration's break with Europe began in words, at Munich in February 2025, and ended in troop movements [1][4].

Munich, February 14, 2025. Vice President Vance used his first major foreign speech to tell the Munich Security Conference that the threat to Europe was not Russia or China but "the threat from within," accusing European governments of censoring speech and dismissing the risk of Russian political interference; he did not mention Ukraine [1]. German Defense Minister Boris Pistorius called the comparison of parts of Europe to authoritarian regimes "not acceptable" [1].

The Signal chat, March 2025. In messages the White House acknowledged were real, sent in a group that mistakenly included The Atlantic's editor before the March 15 Yemen strikes, Vance wrote "I just hate bailing Europe out again," and Defense Secretary Hegseth replied: "I fully share your loathing of European free-loading. It's PATHETIC" [2].

Miami, March 27, 2026. Four weeks into the US war on Iran, which European allies were not consulted about and many opposed, Trump said the United States "doesn't have to be there for NATO," complaining that allies had declined to provide material support [3]. Reuters noted he had, during the 2024 campaign, encouraged Putin to attack allies that did not pay enough [3].

Germany, May 1, 2026. After Chancellor Friedrich Merz said Iran was "humiliating" the United States in ceasefire talks, Hegseth ordered roughly 5,000 of the 35,000 US troops in Germany withdrawn within six to 12 months, including a brigade combat team, and cancelled a planned long-range fires battalion deployment [4][5]. A senior Pentagon official said Trump was reacting to German rhetoric that was "inappropriate and unhelpful" [4]. German officers said the announcement surprised them hours after constructive Pentagon meetings, and that Germany had in fact supported the Iran operation by permitting base use and overflights [4]. An internal Pentagon email outlined further measures against allies deemed unsupportive, including suspending Spain from NATO [4].

Ankara and after, July 2026. At the NATO summit on July 7-8, allies reaffirmed an "ironclad" Article 5 while Trump berated them for not publicly backing his Iran strikes, threatened to cut trade ties with Spain, and then declared the summit full of "love" [8]. Three weeks later the Pentagon formally launched a review of the entire US force posture in Europe, aimed at moving NATO toward Europe "taking primary responsibility for its conventional defense" [6].

Why it matters

NATO's deterrent rests on the belief that the United States would fight. The AP quoted Camille Grand of the European Council on Foreign Relations: an Article 5 commitment "remains open to debate until it is tested," and Emmanuel Macron warned that having to repeat a commitment over and over can strip it of substance [9]. A European diplomat told the AP that in an attack, allied militaries would engage "without waiting for Trump" [9]. European capitals are now planning how to replace US capabilities and operate with minimal or no American support [9].

The allies have also done what Trump demanded. NATO's own Ankara declaration records that European allies and Canada increased core defense investment by more than $139 billion in 2025 and "now finance the vast majority of security assistance to Ukraine," pledging 70 billion euros for 2026 [7]. Merz said the days of a "free ride" were over [8]. The troop withdrawal came anyway, triggered not by spending but by criticism of a war the allies had not been consulted on [4].

The evidence

  • Reuters' account of the Munich speech and the European response [1].
  • The full Signal transcript as published by The Atlantic and reproduced by The Standard [2].
  • Reuters on the March 27, 2026 Miami remarks [3].
  • Reuters and Breaking Defense on the Germany order, its size, timeline and stated reasons, and the internal email on Spain [4][5].

  • NATO's Ankara declaration and DW's summit coverage [7][8].
  • The AP's pre-summit analysis of Article 5 credibility [9].

Response and counterpoints

The administration frames all of this as rebalancing: Europe is wealthy enough to defend itself, US forces are returning to pre-2022 levels, and the review will be done in consultation with allies and Congress [4][6]. Ambassador Whitaker's "not going anywhere" and NATO officials' statement that the US nuclear umbrella remains intact are the official reassurances [9]. Supporters also credit Trump's pressure for the spending increases NATO now celebrates [8].

What remains uncertain

The posture review had not published recommendations or numbers as of late July 2026, and the Pentagon would not say whether more troops would leave Germany or other NATO countries [6][5]. Whether the measures in the internal email, such as suspending Spain, were ever pursued is not reported [4]. Public reporting in October 2026 that the Pentagon was weighing a further withdrawal of at least 25,000 troops from Europe could not be verified against a primary source for this story and is not relied on here.

Money and method

The $139 billion and 70 billion euro figures are NATO's own, from the summit declaration [7]. Troop numbers (5,000 of about 35,000 in Germany) are from US officials via Reuters [4].
